Complementarity as a Key Education Reform by Ms. Doris Fernandez-Ferrer

In a recent evaluation of the JHS ESC scheme and the SHS Voucher Program (SHS VP) by the Asian Development Bank (ADB), released in August 2020, ADB concluded that the logic of these programs is plausible, and the legal bases are solid. The programs also promote the efficiency of the mixed public-private education system, promote greater choice, empower the parents and the learners, and promote diversity of providers. The ESC and the SHS VP are effective transfer mechanisms. An estimated 9.7 million Filipino students in approximately 8,000 private schools have benefited from these programs for the last 20 years with the Private Education Assistance Commit­tee (PEAC) as the co-implementer of DepEd. Making public-private school partnership work by Ms. Doris Fernandez-Ferrer

PEAC Executive Director Doris F. Ferrer is one of the policy advisers to the Second Congressional Commission on Education (EDCOM II). The EDCOM II was created by Republic Act 11899 to undertake a three-year comprehensive national assessment and evaluation of the Philippine education sector’s performance.
